Kızılay semtinde Güven Park içinde yer alır. 1935 yılında Ankara taşından yapılmıştır. Türk Ulusu’nun polis ve jandarmaya bir armağanı olduğundan dolayı Emniyet Anıtı da denilmektedir. Anıtın Kızılay’a bakan yönünde, güveni temsil eden bir sopayı eline alan kuvvetli genç erkek heykelleri yer almıştır. Bu heykellerin altında Atatürk’ün “Türk, Öğün, Çalış, Güven” sözleri tunç harflerle yazılmıştır. Bu yazının sağında Türk Polisi’nin, solunda Türk Jandarması’nın halka olan yardımlarını gösteren çeşitli kabartmalar yer alır. Anıtın Bakanlıklar semtine bakan yönünde ise Atatürk’un Kurtuluş Savaşı’nda ve inkılap hareketlerinde beraber bulunduğu arkadaşları belirtilmektedir. Heykellerin altında anıtın yapılış tarihi olan 1935 yılı Romen rakamları ile yazılıdır. Sağ tarafta insan zekasını betimleyen, sol tarafta ise çiftçinin tarım çalışmalarını gösteren kabartmalar yer almıştır.
