Bilal-i Habeşi Makamı ve Mescidi, Ulu Cami'nin güneybatı tarafında bulunmaktadır. Peygamberimiz Hz. Muhammed'in müezzini olan Bilal-i Habeşi'nin Hz. Ömer zamanında fethedilen yerleri ziyareti esnasında Tarsus'a geldiği, Kırkkaşık denilen yerde, yani şimdiki makamı ve mescidi bulunan yerde ezan okuyup, namaz kıldırdığı için 7'nci yüzyılda makamı, 16'ncı yüzyılda da mescidi inşa edilmiştir.
Mescid kara planlı olup, üstü büyük bir kubbeyle örtülüdür. Üç bölümlü, üç kubbeli son cemaat mahalli mevcuttur. İçeride Bilal-i Habeşi'ye ait makam kısmı vardır. Ayrıca mescidin yanına bir de kuyu inşa ettirilmiştir. Osmanlı arşiv belgelerinde, 1519 tarihinde Bilal-i Habeşi makamı adına bir vakfın kurulduğu anlaşılmaktadır. 2013 yılında restore edilmiştir.
