Müze binası Mustafa Kemal Atatürk ve Heyet-i Temsiliye tarafından 2 Eylül–18 Aralık 1919 tarihleri arasında “Milli Mücadele Karargâhı” olarak kullanılmış olduğundan Cumhuriyet tarihimizde çok önemli ve müstesna bir yer tutmaktadır. 1892 tarihinde, Sivas Valisi Mazlum Paşazade Memduh Mehmet Bey tarafından Mülkü idadi (Lise) binası olarak yaptırılmıştır. Binanın yapım kitabesi Müze teşhir salonunda, binayı yaptıran Sivas Valisinin halıya dokunmuş portresi altında sergilenmektedir. Tarihi kongre binasının zemin katında etnografik eserler, birinci katında ise Atatürk ve Sivas Kongresi ile ilgili belgeler teşhir edilmektedir.
