Aslen Ordulu olan Trabzon Valisi Hazinedarzade Osman Paşa tarafından 1842 yılında yaptırılmıştır. 1937 yılında yıktırılmış, 1997 yılında Ordulu işadamı Fahri ÇELEBİ tarafından Ordu Belediyesi öncülüğünde aslına uygun olarak yeniden yaptırılmıştır. Ülkemizde sütunları en yüksek şadırvanıdır.
