Cami, Urfa'nın Tepe Mahallesi Harrankapı semtinde Mahmut Coşkunses Sokağı’ndadır. Bu camiye “Eski Arabi Camii” de denmektedir. Caminin minare kaidesindeki kitabesinde Muhammed Fazili Efendinin bu camiyi 1743 (hicri 1156) tarihinde yaptırdığı yazılıdır. Kayıtlara göre; cami Alihan Mescidi diye bilinen bir mescidin yerine inşa edilmiştir. Minaresi Urfa'daki tek örnektir. Caminin iç kapısı üzerindeki kitabesinde aynı tarihte Muhammed Fazili Efendi’nin camiye vakıf yaptırdığı yazılıdır.
