Hacı Halil Fevzi Hazretleri was born in the Karnobat district of Bulgaria. In 1877, when he was thirteen years old, he came to Turkey and settled in Düzce Muhacir Taşköprü village. Being the youngest of eleven siblings, H. Halil Fevzi Hazretleri completed his education at İstanbul Fatih Medresesi at the age of twenty-nine and became a müderris. In the same year, during the month of Ramadan, he was appointed as a preacher at Edirne Selimiye Camii. One year later, he went on pilgrimage, and upon his return, he was appointed as a pulpit preacher in Düzce.

Being the youngest of eleven siblings, H. Halil Fevzi Hazretleri completed his studies at Istanbul Fatih Medresesi at the age of twenty-nine and became a mudarris. In the same year, during the month of Ramadan, he was appointed as a preacher to Edirne Selimiye Camii. One year later, he went on pilgrimage, and upon his return he was appointed as a pulpit preacher in Düzce. He married the daughter of Mahmut Ağa, who was the Düzce Belediye Reisi at that time. They had four children from this marriage. Later, he became affiliated with M. Esad Erbili Hazretleri in Istanbul Erenköy. Seventy-two days later, he was given the duty of spiritual guidance. Kutbul-Aktab Halil Fevzi Hazretleri, who continued as the pulpit preacher of Düzce Büyük Camii from 1925 to 1938 and was the thirty-fourth link of the Altın Silsile, began the spiritual guidance of the country in 1938. He rendered very great services on the path of Naqshi and Qadiri Sufism, and on 29 November 1950, while serving as the caliph of the late M. Esat Efendi, he passed away.
The tomb is in the City Cemetery located in Azmimilli Neighborhood, Düzce Center.
