Dönemin Belediye Reisi Mehmet Adil Bey tarafından, Paris Belediye Binası örnek alınarak Ermeni kalfa Bögos’a yaptırılmıştır. Bina, zemin kat üzerine bir katlı kagir olarak inşa edilmiştir. Çatısı kırma olup geniş saçaklıdır. Binanın güney ve batı yönlerinde iki adet cümle (ana giriş) kapısı bulunmaktadır. Kapıların önünde karışık üslupta işlenmiş sütun başlıklı dörder mermer sütun bulunmaktadır. İkinci kattaki sütunların ortasına dökme demir korkuluklu balkonlar oturtulmuştur. Binanın, giriş kapıları ahşaptan yapılmış olup üzeri oyma süslemelerle bezenmiştir. Ayrıca binanın birinci kat salonunun köşelerinde sütun başlıkları görülmektedir. Yine binanın tavanları bezemeli olup, üst kata çıkan merdivenleri barok tarzındadır.
