İzmit'in eski mahallerinden birisi olan Akçakoca Mahallesi'nde inşa edinen Portakaloğlu Mustafa Ağa Mescidi, Osmanlı Dönemi'nde İzmit'te birçok yerde yapılan mahalle mescitlerinin önemli bir örneğidir. Günümüzdeki mülkiyeti Vakıflar Genel Müdürlüğü'ne ait olan yapının, inşa tarihi ve banisi kesin olarak bilinmemektedir. Başbakanlık Osmanlı Arşivi ve Vakıflar Genel Müdürlüğü Vakıf Kayıtları Arşivi'nde yapılan araştırmalarda Portakaloğlu Mustafa Ağa Mescidi'yle ilgili 1192 Hicri (Miladi 1778) "İzmit'te el-Hac Hasan Mahallesi'nde Portakal oğlu Mustafa Ağa Mescidi imamlığının tevcihi" tarihli bir belgeye ulaşılmıştır. Dolayısıyla yapının 18. yüzyılda inşa edilmiş olabileceği düşünülmektedir.
