Kastamonu Hükümet Konağı’nın arkasında, Sarayüstü Tepesi’nde yer alan yapı, şehrin en önemli simgelerinden biridir. 1885 yılında, Vali Abdurrahman Paşa tarafından yaptırılmış olan yapının, halk arasında sürgün bir saat olduğuna dair yaşayan bir efsanesi bulunmaktadır. Efsaneye göre, İstanbul Sarayburnu’nda bulunan saatin zamansız çalan çanı, padişahın hamile cariyelerinden birinin çocuğunu düşürmesine sebep olur. Bu nedenle saat kulesi Kastamonu’ya sürgün edilir.
