Çevresindeki 19'uncu yüzyıl anıtsal kamu yapılarıyla birlikte geçmişe ait bir doku oluşturan yapı, 1902 yılında ulusal mimari yapının kurucularından Mimar Vedat Tek tarafından yapılmıştır. Zemin üstüne 2 kat olarak yapılan bina, stil açısından batı klasizmi ile dış duvar süslemeleri ve pencere şekillerindeki Osmanlı oryantalizminin bir eklektizmini taşımaktadır. Yapı 110 senedir hem işlevini değiştirmeden hem de ciddi anlamda bir restorasyon geçirmeksizin günümüzde Kastamonu ile özdeşleşen sambollerden biri olarak varlığını sürdürmektedir.
