Yukarı Mumcu mahallesinde, eski vali konağında, 1984 yılında ziyarete açılmıştır. Bina 1890 yılında yaptırılmış , eski Erzurum evleri tipinde bir konaktır. 1915/1916 yıllarında Alman Konsolosluğu olarak kullanılmış, 1918 yılından sonra Vali Konağı yapılmıştır. 19 Mayıs 1919 da Samsun'a çıkan Atatürk, Amasya Tokat, Sivas, Erzincan yolu ile 3 Temmuz 1919 günü Erzurum'a gelmiş, doğruca Cumhuriyet Caddesinde Cinisli'lere ait bir konak olan Mevki komutanlığına konuk olmuştu. Atatürk 9 Temmuz 1919 gününe yani askerlikten ayrılışına kadar bu binada Erzurum Kongresinin hazırlıkları ile uğraşmış Yanı Başındaki Gözübüyüklerin evinde yatıp kalmıştı. Askerlikten ayrıldıktan sonra, Vali Münir Akkaya'dan boşalan iki katlı Vali konağına, Hüseyin Rauf Bey ve arkadaşları ile birlikte taşınmış, 29 Ağustos 1919 tarihine yani Sivas'a gidinceye kadar 52 gün bu evde oturmuştur. Atatürk'ün Erzurum'dan ayrılışından sonra ev tekrar Vali Konağı olmuştur.Cumhuriyetin ilanından sonra 30 Eylül 1924'te Erzurum'a ikinci kez gelen Atatürk'e Erzurumlular bu evi hediye etmişlerdir.
