Kesme tüf taş malzemeden inşa edilmiş, tek cepheli, haznesiz bir cephe çeşmedir. Gerek mimari yapısı nve gerekse boyutu ile Edirne çeşmeleri içinde farklılık arz eden Hacılar Ezanı Çeşmesi, yatay dikdörtgen formlu bir plan üzerine oturmaktadır. Çeşme cephesinde inşa ve tamir kitabeleri bulunmaktadır. Cephede üst gtarafta bulunan inşa kitabesine göre, yapı, Ahmet Ağa tarafından M.1798 senesinde yaptırılmıştır. Daha sonra çeşme, 1903 yılında Cezzar Mustafa Efendi tarafından onarılmıştır.
Hacılar Ezanı Çeşmesi, arka cephesindeki namazgahı ile birlikte Edirne'nin simgesi durumundaydı. Hacı adayları hacca gitmeden önce buraya gelip ezan okurlar ve kurban keserlerdi. Bu nedenle de çeşme ismini buradan almaktaydı.
