Eski yıllarda Saraçhane Köprüsü'nün güney ucunda (Tunca Kışlası veya Sirkmeydanı denilen alanda) Saraçhane Karakolu bulunmaktaydı ve bu çeşme karakol yanındaydı. Dertli Mustafa, çeşmeyi yaptıran değil tamir ettiren kişidir. Yapılış tarihi bilinmemekle birlikte tamiri 1906 yılındadır. Dertli Mustafa'nın Edirne'de çeşme türü hayır işlerine çok önem verdiği de kaynaklarda anlatılır.
Dertli Mustafa Efendi 1851-1930 yılları arasında yaşamış olup asıl adı Süleyman Cemil'dir. Zengin toprak sahibi olarak ün yapmış; şimdiki Zorlutuna Konağı'nın ilk sahiplerindedendir. Oğlu Mehmet Nuri 1913 yılında Bulgarlar tarafından kaçırılarak öldürülmüş ve bu olay sonrasında, olaydan duyduğu üzüntü ile ilgili olarak Dertli Mustafa lakabını almıştır.
