20. yüzyıl Türk mimarisinin özelliklerini yansıtan ev, mimari ve kültürel açıdan bölgesel değer taşıyan sivil mimari örneklerinden biridir. Bahçe içerisinde bodrum kat üzerine üç kat olarak inşa edilmiştir.

Taş malzeme ile yapılan bodrum kat depo amaçlı olarak kullanılmıştır. Üst katlar ise yaşam mekânlarıdır.

Cumhuriyetin ilanından sonra Atatürk, Sonbahar Gezisi adını taşıyan büyük yurt gezisi sırasında Rize’ye de gelmiştir.

17 Eylül 1924’te Rize’ye geldiğinde Kurtuluş Savaşı sırasında gösterdiği çabalar sayesinde yakınlığını kazanan Mataracı Mehmet Efendi’ye ait bu evde kalmıştır.

Ev, daha sonra Atatürk’ün 100. doğum yıldönümü münasebetiyle Atatürk Müzesi (Mehmet Mataracı Konağı) yapılmak üzere Rize İl Özel İdaresi’ne bağışlanmıştır. Kültür ve Turizm Bakanlığı tarafından 27 Aralık 1985 tarihinde restore edilerek müzeye dönüştürülmüş ve ziyarete açılmıştır.
