Vilayet Konağı önündeki meydanda bulunan anıtın yapımına 1946 yılında başlanmış, 1947 yılında bitirilmiştir. Heykeltıraşı Nejat Sirel ve Hakkı Atamulu’dur. Kaide kısmında antik beyaz taş kullanılmıştır. Anıtın dört cephesinde İstiklal Savaşı’na katılmış olan tam teçhizatlı Mehmetçik, elinde disk tutan genç bir sporcu, sol elinde kitabı, sağ elinde meşalesiyle bir öğrenci, buğday tarlası içerisinde kadın ve erkek çiftçi ve çekici ve örsüyle erkek figürleri bulunmaktadır.
