Kapıcıbaşı rütbesinde bulunan Kütahya Mütesellimi Halil Kamil Ağa tarafından 1831-1832 yıllarında yaptırılmıştır. Uzunlamasına dikdörtgen planlı kesme taştan inşa edilen yapı, dıştan kiremit kaplı geniş saçaklı bir çatı ile örtülüdür. Saatin ve namaz vakitlerinin tam bildirilmesi amacıyla yapılan Muvakkithane günümüzde ticarethane olarak kullanılmaktadır.
