Bozdoğan Kemeri ilk yapılışı hakkındaki bilgiler kesin değildir. Roma İmparatoru Hadrianus zamanında 123 yılına doğru İstanbul’da birtakım su tesislerinin yapıldığı bilinmekte, fakat Bozdoğan Kemeri’nin bunlarla ne derecede ilgili olduğu açık şekilde anlaşılmamaktadır. I. Konstantinos tarafından şehir 300’de yeniden kurulduktan sonra tesisler de yenilenmiştir. Genellikle kemerin Roma İmparatoru Valens (364-378) tarafından yaptırıldığı kabul edilir ve bu sebeple “Valens Su Kemeri” adıyla da anılır.

Fâtih vakfiyelerinde sadece Kemer adı ile belirtilen eserin bugünkü adını, ne zaman ve ne münasebetle aldığı henüz aydınlatılamamıştır.
