Information about the initial construction of Bozdoğan Kemeri is not definite. It is known that some water facilities were built in Istanbul around the year 123 during the time of the Roman Emperor Hadrianus, but it is not clearly understood to what extent Bozdoğan Kemeri is related to these. After the city was re-established by Constantine I in 300, the facilities were also renewed. It is generally accepted that the arch was commissioned by the Roman Emperor Valens (364-378), and for this reason it is also known by the name “Valens Aqueduct”.

In the Fatih endowment deeds, the work, referred to only by the name Kemer, has not yet been clarified as to when and on what occasion it received its present name.

The original technical features of Bozdoğan Kemeri, built with regularly cut stones, can be seen in the 25th arch, which has remained in the best condition.

In Fatih, Istanbul, the Aqueduct of Valens is a Roman aqueduct built for the city in the late 4th century. Work started under Constantius II and was finished in 373 during the reign of Valens. It continued to function for centuries and was later enlarged and repaired by Byzantine and Ottoman authorities.
