Kendi adını verdiği Kongre Meydanı'nda bulunan bina 19. yüzyıl sonlarında yapılmıştır. 23 Temmuz 1919 Erzurum Kongresi, bu binanın birinci katındaki bir salonda yapılmıştır. 1925 yılında geçirdiği yangında binanın tüm ahşap bölümleri yanmış, yangınından sonra onarılan bina Yapı Sanat Mektebi olarak hizmete açılmıştır. Günümüzde Güzel Sanatlar Lisesi olarak hizmet vermektedir. Binanın ikinci katında bulunan bir salon ve salona açılan iki oda Kongre Müzesi olarak düzenlenmiştir. Bu salonda kongre üyelerinin fotoğrafları, biyografileri, o dönemden kalma sıralar ve benzeri kongre belgeleri sergilenmektedir. Bodrum ve 2 kattan oluşan binanın birinci katında Erzurum Kongresi'nin temsili salonu bulunmaktadır. Salondan girince tam karşıda Atatürk heykeli, dört sıra halinde oturma grupları, duvarlarda kongreye hangi illerden delegelerin katıldığını gösteren harita bulunmaktadır. Salonun karşılıklı her iki yanındaki küçük odalar zamanın mobilyaları ile donatılmıştır.
