Şehrin adının aldığı Büyük İskender’in komutanlarından Badlis tarafından yaptırılmıştır. (MÖ.312). Bitlis suyunun kollarından iki derenin birleştiği yerde, yalçın bir kaya bloğu üzerindedir. Çevresi 2800 m. olan kale, 56 m. yüksekliğinde ve 7 m. genişliğinde olup, üstünde muhteşem bir han sarayı ile 300 ev, 1 han, 1 camii ve 1 minaresinin bulunduğu, yine surları pek sağlam olmayan kalenin kuzey tarafında aşağıya nehre bakan üç kat demir kapısı bulunan bir çarşı, bir bedesten ve bir kaç yüz evin bulunduğu kaydedilmektedir.Günümüzde sadece kale mevcut olup zaman zaman yapılan onarımlarla Muhteşem görünüşünü kaybetmemiştir.
