Tunceli ili merkezinde 4304 metrekare alan üzerinde kare şeklinde birbirini tamamlayan dört bloktan oluşan bu yapı Teşrin-i evvel 1937 yılında devlet tarafından askeri kışla binası olarak yaptırılmıştır. Bu bina 1949 yılından beri memur lojmanı olarak kullanılmaktadır. Dikdörtgen şeklinde pencerelere sahip olan binanın kuzey bloku 3 katlı, güney ve batı blokları ise 2 katlıdır. Bloklar dar geçişlerle birbirine bağlı olup, içi ve dışı sıvalı, çatısı ise sac kaplıdır.Bu yapı Erken Cumhuriyet Dönemi yapısı özelliği göstermesi nedeniyle tescil edilmiş ve koruma altına alınmıştır.
