Mesudiye İlçesi'nin güney doğusunda bulunan Keyfalan Yaylası Ordu’ya 134 kilometre, Mesudiye'ye 20 kilometre mesafededir. Deniz seviyesinden 1200 metre yükseklikte, Kara Tepe’nin eteklerinde çam ormanlarının içerisinde çimlerle kaplı açık alanlarda kurulu bulunan yaylanın üç obası mevcuttur. Yaylalar içerisinde geleneksel yayla evleri mimarisine, oba yerleşim desenine örnek oluşturacak niteliktedir. Temiz havası, sağlıklı suları, doğal hayvansal ürünlerinin bulunması; yürüyüş yapmak, piknik yapmak ve dinlenmek adına gereken tüm olanakları sınırsızca sunan yayla insan sağlığına elverişli bir ortama sahiptir. Havasının ve suyunun çok temiz olmasından dolayı verem, iştahsızlık ve baş ağrısı gibi hastalıklara iyi geldiği bilinmektedir. 1995 yılında Bakanlar Kurulu Kararı ile Turizm Merkezi ilan edilmiştir.
