Eski kalenin bulunduğu tepenin üzerine yapılmış, mimari değer taşıyan iki katlı görkemli bir taş binadır. Kapısının üzerinde bulunan yazıttan 1904 yılında Kastamonu Valisi Enis Paşa ve kentin Kaymakamı Mir Ahmet Beylerin gayret ve halkında masraflarına katılımıyla yapıldığı anlaşılmaktadır. 1976 yılına kadar İlçenin Hükümet binası görevini yapan bu bina 1976 yılında geçirdiği bir yangın sonucu harap bir hale gelmiştir. Kültür ve Turizm Bakanlığı tarafından restorasyonu yaptırılmıştır. Söz konusu binada Safranbolu'nun günlük yaşamından örnekler sunulmaktadır.
