Meşrutiyetin ilanından önce ülkede baş gösteren karışıklık Diyarbakır’da da etkisini göstermiş, 1906’da hürriyetin ilanıyla imar faaliyetleri tekrar başlamış ve iç kale’deki Umumi Müfettişlik makamı bu tarihte yapılmıştır. Bu bina Genel Müfettişin oturduğu bina olup, 1916 da 2. ordu komutanlığı karargâhı olmuştur. Atatürk II. Kolordu Komutanı olarak Diyarbakır’da bulunduğu sırada (1917) bu binayı karargâh olarak kullanmıştır.
